To make the dressing
Combine garlic, lemon juice, chili flakes, olive oil, salt and pepper in a small bowl.
Mix well and keep aside
To assemble the salad
Combine the lettuce, tomatoes, green peas, capsicum, corn and paneer in a big bowl. Mix well.
Pour the prepared dressing over the salad, toss well and refrigerate.
